रोपवेको कथा

बन्द हुनु अगाडी सम्म प्रति केजी ३४ पैसामा हेटौडाबाट काठमाडौ दैनिक २२० टनसम्म सामान ओसारपसार गर्दथ्यो । 

राणा प्रधानमन्त्री चन्द्र शम्शेरको शासनकालमा पहिलो विश्व युद्ध भएको थियो । यहि युद्धमा नेपालको तर्फबाट पनि बेलायती सरकारलाई सैनिक सहयोग गरेको हुँदा पनि बेलायती सेनालाई हौसला पुगेको थियो । अन्तत युद्धमा बेलायतको जित भएको थियो । विश्व युद्धको समाप्ती पछि बेलायत सरकारले नेपाललाई सहयोग गर्ने बाचा गरे । करिव २० हजार गोर्खालीको मृत्यु भएको यस युद्धमा कैयौ नेपाली अज्ञात थिए । मृत्यु भएका अज्ञात गोर्खालीहरुको आफन्त भेटिएनन् । मृत सैनिकले पाउनुपर्ने आर्थिक सहयोगलाई बेलायती सरकारले नेपाल र नेपालीहरुको लागी नै खर्च गर्ने उद्धेश्य स्वरुप नेपाल सरकारलाई वार्षिक १० लाख रुपैया उपलब्ध गराउने भयो ।

यहि सहयोगको रकमबाट नै भारतीय शहर रक्सौलबाट अमलेखगञ्जसम्म रेलवे पनि चलाइएको थियो । बेलायती इञ्जिनियर आर. एस. अण्डरहिललाई रक्सौल देखी भैसे ढोरसिंग हुदै काठमाडौ पुग्न सकिने सडकको लागी सर्वेक्षण गर्ने जिम्मा लगाइएको थियो । चन्द्र शम्शेर काठमाडौ उपत्यकामा सस्तो खाद्यान्न आपुर्तिको लागी पनि यो सडक निकै आबश्यक रहेको हुँदा छिट्टै बनाउने सोचमा थिए । तर अण्डरहिलले १९७९ मा नेपाल सरकारलाइ बुझाएको रिपोर्टमा भीमफेदी र थानकोट दुबैमा ९०० मीटर अग्लो ठाडो डाँडा भएको हुँदा कुनै पनि गाडी चलाउन सकिने बाटो बनाउन नसकिने भनेर जानकारी गराए । तर बिजुलीबाट चल्ने रोपवेबाट भने सामग्री ढुवानी गर्न सकिने जानकारी गराए ।

यसको एक वर्ष पछि १९८० मा कलकत्ताको मेसर्स एण्ड मार्टिन कम्पनीलाई रक्सौलबाट भिमफेदीसम्मको लागी रेलवेको सम्भाव्यताको अध्ययन गर्न लगाइयो । त्यतिबेला चन्द्रशम्शेर भारतीय शहरसंग रेलमार्गमा जोडिए भारत तर्फ नेपालको खनिज पदार्थ निकासी गर्न सकिने र भारतबाट खाद्यान्न खरिद गरेर ढुवानी गर्न सकिनेमा बिश्वस्त थिए । जस अनुसार १९८१ को मंसिर महिनामा रेलवेको लागी टेण्डर निकालियो । रक्सौलबाट अमलेखगञ्जसम्म मात्र रेल गुडाउन सकिने भन्ने मेसर्स एण्ड मार्टिनको रिपोर्टको आधारमा कामको थालनी भयो ।

अमलेखगञ्जसम्मको रेलवेसंगै काठमाडौबाट भीमफेदी जोडिने रोपवेको पनि तैयारी शुरु भयो । इञ्जिनियर आर. एस. अण्डरहिलले बुझाएको सर्भे रिपोर्ट अनुसार करिव १ लाख पाउण्डमा १४ माइल लामो रोपवे तैयार गर्न सकिने थियो । पहिलो स्टेशन भिमफेदी नजिकैको धुरसिङ र अन्तिम काठमाडौ नजिकैको किसिपिदी थियो । ५ cwt अर्थात ५०० पाउण्ड (२५४ केजी तौल) ४.२५ माइल प्रति घण्टाको दरले एक घण्टामा ८ टन सामग्री ढुवानी गर्न सकिन्थ्यो । यसको लागी हरेक २४० गजको दुरीमा २९ टन भार क्षमताको ७/८ इन्च मोटो तारलाई १० फिट ब्यासको गोलो चक्कामा घुमाईन्थ्यो । यी तारहरुलाई हरेक १३०० गजको दुरीमा बनाईएका १०६ वटा स्टिलको ढाँचामा अड्याईएको थियो ।

यस रोपवेको सम्पूर्ण सामग्री मेसर्स, किमर, सन एण्ड कम्पनी लण्डनले तैयार बनाएको थियो भने जडान गर्नको लागी दुइ इञ्जिनियर मेसर्स आर. पियरसन र ए. जे. नाइट आएका थिए । रोपवेको लागी आबश्यक बिद्युत आपुर्तिको लागी फर्पिङ जलबिद्युत केन्द्रबाट उत्पादित बिद्युत नै उपयोग गरिएको थियो ।

यसरी शुरु गरिएको रोपवेले नेपालको ढुवानी क्षेत्रमा निकै सहयोग गरेको थियो । २०२१ सालमा अमेरिकी सहयोग संस्था USAID को सहयोगमा हेटौडा सम्म बिस्तारित गराइ ४२ कि.मि. लामो बनाइयो । यसरि प्रतिघण्टा २५ टन सम्म सामान ढुवानी गर्न सक्ने रोपवेले २०४५ सालको भारतिय नाकावन्दीमा निकै सहयोग गरेको थियो । २०५० मा अत्यधिक वर्षातले सडक यातायात बन्द हुदा समेत यसले खाद्यान्न आपुर्तीमा निकै सहयोग पुर्याएको थियो ।

निकै लामो अवधीसम्म सञ्चालित यो रोपवे सेवा २०५६ साल बैशाखमा भैसे स्थित सवस्टेशनको ट्रान्सफर्मर पड्कदा बन्द भयो । केही समय पछि तारहरु पनि चुडिए । सवस्टेशनले सरकारलाई मर्मत खर्च बापत ४ लाख उपलब्ध गराइदिन पत्र लेख्यो । तर शेरबहादुर देउवाको सरकारले मर्मतको लागी रकम उपलब्ध गर्नुको साटो २०५९ सालमा रोपवे सेवालाइ नै खारेज गरिदियो ।
