पछिल्लो समय कर्णाली प्रदेशमा फ्लोर क्रस गरेर सरकार टिकाउने सन्दर्भमा नेकपा एमाले भित्र जस्तो अभ्यास भएको छ । यो अरु प्रदेश र केन्द्रमा पनि सर्ने संकेत देखिएको छ । एमाले र माओवादी विचको एकता र फुटसम्म आई पुग्दा वामपन्थीहरुले मुलुक र जनतालाई केही दिने भन्दा पनि राजनीतिलाई विकृत वनाउने तथा जनतालाई निरास बनाएर प्रतिगमनलाई वल पु¥याउने काम गरिरहेका छन् ।
पूर्ण बहुमतको नेपाल कम्युनिस्ट पार्टी (नेकपा) को सरकारले पार्टीको चुनावी घोषणा पत्रअनुसार कुनै पनि काम गर्नसक्ने संकेत छैन । ‘समृद्ध नेपाल, सुखी नेपाली’को नारा लगाएर सत्तामा पुगेको नेकपाले जनसाधारणलाई निराशाबाहेक केही दिन सकेन ।

विसं २००७ साल यता छ महिना वर्ष दिनमा सरकार फेरिएकाले विकास हुनसकेन भन्ने बुझाइ व्यापक थियो । नेकपाले राजनीतिक स्थायित्वको नारा घन्कायो । राष्ट्रियताको रक्षा केपी ओलीबाहेक अरू कसैले गर्न सक्दैन भन्ने छाप जनतामा परेको थियो । जनताले नेकपालाई अपार बहुमत दिए पनि । त्यो जनमतभित्र राष्ट्रियताको रक्षा, तीव्र विकास निर्माण र समृद्धिको अपेक्षा अनि भ्रष्टाचार मुक्त शासनको सपना लुकेको थियो ।
चुनावको परिणाम सार्वजनिक भएर नयाँ सरकार गठन हुँदा नहुँदै तत्कालीन नेकपा (एमाले) अध्यक्ष केपी ओली र माओवादी अध्यक्ष पुष्पकमल दाहाल ‘प्रचण्ड’बीच आधाआधा कार्यकाल सत्ता चलाउने ‘गोप्य सहमति’ भएको ‘सार्वजनिक’ भयो । त्यो घटना नेकपालाई अपार बहुमत दिने जनताका लागि पहिलो गा“समा ढुंगा सरह बन्न पुग्यो । सरकारले साढे दुई वर्ष पूरा गरेपछि नेकपाका अर्का अध्यक्ष दाहालले सहमति कार्यान्वयनका लागि पार्टीमा दबाब बढाए । ओलीले कार्यकारी अध्यक्ष दिने सर्तमा सरकारको आयु लम्याए । सरकार चुनावताका जनतासँग गरेका वाचा पूरा गर्नुको साटो सत्ता जोगाउन पार्टीभित्रको विवाद समाधानमै केन्द्रित भयो ।
लोकतन्त्रका आधारभूत मूल्य मान्यतालाई सत्ता जोगाउने वा पाउने स्वार्थका लागि तिलाञ्जलि दिइयो । यस्तै अलमलमा यति बेलासम्म आइपुग्दा नेकपा र यसको सरकारको भविष्य अनिश्चित देखिन पुगेको छ ।
केन्द्रदेखि गाउँ तहसम्म पार्टी विभाजनको रेखा कोरिएको छ । नेकपाको किचलो र सरकारको अकर्मण्यताले जनतामा चरम निराशा बढाएकोमात्र होइन, गणतन्त्र र संघीय व्यवस्थामाथि नै प्रश्न उठन थालेका छन् । जनमतको कदर गर्दै अघि बढेको भए नेकपा सरकारको प्राथमिकता यति बेला के हुनुपर्ने थियो त ?
एकपटक नेकपाले चुनावी घोषणापत्रमार्फत बाँडेका सपनातर्फ जाऊँ । चुनाव नेपालको संविधान सभाले आफ्नो सुझावविपरीत संविधान जारी गरका भन्दै भारतले नाकाबन्दी लगाएर दुःख दिएको पृष्ठभूमिमा भएको थियो । र, नेकपा (एमाले)का अध्यक्ष वर्तमान प्रधानमन्त्री केपी शर्मा ओलीले सार्वजनिक मञ्चमा भारतको चर्को विरोध गर्दै एक नम्बरको ‘राष्ट्रवादी’ नेताको छवि बनाएका थिए ।
राजनीतिक अधिकारका लागि संघर्ष गर्ने युगको अन्त्य भएको भन्दै ओलीले समृद्धि र विकासको सवाललाई सशक्तरुपमा अघि सारे । देशको क्षमता हेर्दा असम्भव लाग्ने अति महत्त्वाकांक्षी योजना आफू सत्तामा पुगेपछि पूरा गर्ने आश्वासन बाँडे । आन्तरिक प्रशिक्षणमा नेकपाको सरकार बन्नासाथ चीनले सबै काम गरिदिन्छ भन्ने तहमा कार्यकर्तालाई प्रशिक्षित गरियो ।
नेकपाको घोषणापत्रका केही योजना हेरौँ :
घोषणा पत्रका अंश
१. पाँच वर्षभित्र नेपाललाई विकासशील राष्ट्रको पंक्ति पुर्याउने र १० वर्षभित्र प्रतिव्यक्ति आय कम्तीमा ५ हजार अमेरिकी डलर पुर्याउने ।
२. विसं २०९९ सालसम्म जनतालाई गरिबीबाट मुक्त गर्ने ।
३. दस वर्षभित्र २० हजार मेगावाट विद्युत् उत्पादन गर्ने ।
४. पाँच वर्षमा पूर्व–पश्चिम राजमार्गको समानान्तर तीव्र गतिका विद्युतीय रेल सञ्चालन गर्ने । यसै अवधिमा रसुवागढी–काठमाडाैं–पोखरा — लुम्बिनी विद्युतीय रेलमार्ग निर्माण गर्ने । पाँच वर्षमा राजधानी उपत्यकाका चक्रपथहरूमा आवश्यक गतिको रेल सञ्चालन गर्ने । काठमाडौं र वीरगञ्जलाई जोड्ने रेलमार्ग निर्माणको काम अघि बढाउने । काठमाडौंलगायत अन्य मुख्य सहरहरूमा सम्भाव्यता हेरी मेट्रो र मोनोरेल, ट्राम र अत्याधुनिक सार्वजनिक यातायात सञ्चालन गर्ने ।
५. पाँच वर्षमा सबै उत्पादन क्षेत्र, औद्योगिक क्षेत्र र सडकमा चौबीसै घन्टा पर्याप्त विद्युत् उपलब्ध गराउने ।
६. दस वर्षमा जल, जैविक, सौर्य, वायु, फोहर प्रशोधन र अन्य वैकल्पिक माध्यमबाट १५ हजार मेगावाट विद्युत् उत्पादन गर्ने ।
७. दस वर्षमा सम्पन्न हुनेगरी कर्णाली चिसापानी, बूढीगण्डकी, पश्चिम सेती, नलसिंह गाड, उत्तर गंगा, नौमुरे, माथिल्लो झिम्रुक, सुनकोसी–१, सुनकोसी–२, तमोर, तामाकोसी–३ लगायत परियोजनाहरूको कार्यान्वयन तीव्र गतिमा अगाडि बढाउने ।
८. काठमाडौं–तराई द्रुतमार्ग चार वर्षभित्र निर्माण गर्ने । पूर्व–पश्चिम राजमार्गलाई पाँच वर्षभित्र ६ लेनमा स्तरोन्नति गर्ने ।
९. दस वर्षभित्र १० लाख व्यक्तिका लागि रोजगारी सिर्जना गर्ने ।
१०. पाँच वर्षभित्र सम्पूर्ण नागरिकहरूलाई शिक्षा, स्वास्थ्य, आवास, रोजगारी, खेलकुद, मनोरञ्जन, पर्याप्त स्वच्छ पिउने पानीको सुनिश्चितता हुने गरी आवश्यक पूर्वाधार बनाउने ।
यी त घोषणा पत्रमा समावेश गरिएका केही नमुना कार्यक्रम मात्र हुन् । यसरी प्रचार भयो मानौ नेकपाको सरकार बन्नासाथ जादूको छडी प्रयोग गरेर उसले नेपाललाई विश्वका विकसित मुलुकको दाँजोमा पुर्याउने छ र गरिब दुःखीका दिन आउनेछन् ।
घोषणा पत्रका केही नारा
१. इतिहास साक्षी छ, भ्रष्टाचारको अन्त्य र सुशासन
कायम गर्ने काम कम्युनिस्ट तथा वामपन्थीहरूको
नेतृत्वमा मात्र सम्भव छ ।
२. गाउँदेखि केन्द्रसम्म वामपन्थी सरकार
सबल र समृद्ध राष्ट्र निर्माणको आधार
३. स्वाधीनता, समृद्धि र समाजवादको आधार
सबै तहमा वामपन्थीहरूको जनपक्षीय सरकार
ओलीले चुनावी सभामा घरघरमा ग्यासको पाइप जोडिदिने, रेल र पानी जहाज चलाउने आशा बाँडे । भारतीय नाकाबन्दीपछि ओलीले बनाएको राष्ट्रवादी छवि, अनि समृद्धि र विकासका पक्षमा कम्युनिस्ट गठबन्धनले दिएको नारालाई जनताले अनुमोदन गरे । गाउँदेखि केन्द्रसम्म नेकपाको प्रचण्ड बहुमतको सरकार बन्यो ।
सत्तारुढ भएकै दिनदेखि ओली पार्टीभित्र र बाहिरका विरोधीलाई तह लगाएर आफू सर्व शक्तिमान बन्ने रणनीतिमा केन्द्रित हुन थाले । आफ्नै पार्टीभित्रका विरोधीको मनोबल गिराउन लागी परे । संसदीय व्यवस्थामा प्रधानमन्त्री बनेका ओलीले आफू दिग्विजयी भएको ठानेर विपक्षीको अस्तित्व स्वीकार गरेनन् । संविधान र कानुन उपहास गर्न थाले । आफ्नो विरोध गर्नेहरुविरुद्ध अरिङगाल भएर जाई लाग्न कार्यकर्तालाई निर्देशन दिए ।
प्रतिगमनलाई बल
१. कोरोना महामारीका बेला अविभावकीय भूमिका पूरा गनबाट सरकार च्युत भयो । बरु औषधि र मेडिकल उपकरण खरिदमा भएको भ्रष्टाचारलाई प्रश्रय दिएको आरोप ओलीमाथि लाग्यो । भ्रष्टाचारको त्यत्रो घटना हुदा समेत सरकारले निष्पक्ष छानबिन गर्नेतर्फ ध्यान दिएन । वरु प्रधानमन्त्री ओली आफैँ अरोपितलाई सफाइ दिनेगरी बोल्न थाले ।
२. पार्टीको आन्तरिक विवादमा सिंगो मुलुकलाई अल्झाएर जनतालाई निराश बनाउने काम प्रधानमन्त्रीबाट भयो । त्यति मात्र होइन, पार्टी फुटाउन रातारात राष्ट्रपतिलाई समेत प्रयोग गरेर अध्यादेश जारी गरियो र सांसदको अपहरण भयो ।
३. सभामुख र उपसभामुख फरक फरक दलबाट हुनुपर्ने संवैधानिक व्यवस्था भए पनि त्यसको पालना भएन ।
४. चुनाव हारेका वामदेव गौतमलाई प्रधानमन्त्री बनाउने गरी संविधान संशोधन गर्ने बहसमा लामो समय देशलाई अल्झाउने काम भयो । संविधान र लोकतान्त्रिक मूल्य मान्यताविपरीत चुनाव हारेका गौतमलाई राष्ट्रिय सभामा मनोनयन गरियो ।
५. लिपुलेक, लिम्पियाधुरा, कालापानीको नेपाली भूभाग समेटिएको नेपालको नक्सा प्रधानमन्त्रीको हस्तक्षेपमा पाठ्य पुस्तकमा प्रकाशन गर्न रोक लगाइयो ।
६. अख्यितार दुरुपयोग अनुसन्धान आयोगलगायतका संवैधानिक निकायमा आफ्ना मानिस नियुक्त गरी विरोधीलाई तह लगाउने अस्त्रका रुपमा प्रयोग गर्न खोजियो ।
७. सेक्युरिटी प्रेस, ओम्नी, यती, वाइडबडी खरिदलगायतका भ्रष्टाचार प्रकरणमा छानबिन गर्न प्रधानमन्त्री तहबाट पहल भएन । बरु ती घटनामा संलग्न आफू निकटलाई प्रधानमन्त्री आफैँले संरक्षण गरेको भन्ने ट्रान्सपरेन्सी इन्टरनेसनलको प्रतिवेदनमा समेत उल्लेख हुने अवस्था उत्पन्न भयो ।
८. संघीयता कमजोर बनाउन प्रधानमन्त्री ओली आफैँले भूमिका खेलको आरोप लाग्यो ।
९. आफ्नो गुटको हितका लागि राष्ट्रपतिलाई दुरुपयोग गरेको देखियो ।
१०. प्रधानमन्त्रीको व्यवहारले प्रतिगगमनलाई बल पुगेको छ ।
प्रधानमन्त्री ओलीका यी र यस्ता व्यवहारले जनतामात्र होइन, नेकपा समर्थकहरुलाई समेत आजित बनाएको छ । आफूलाई कम्युनिस्ट भएकोमा गर्व गर्नेहरुसमेत निराश छन् ।
गत वर्ष सहिद गंगालाल र नेपाल कम्युनिस्ट पार्टीका संस्थापक पुष्पलालका कान्छा भाइ विजयलाल श्रेष्ठसँग लामो कुराकानीका क्रममा मैले सोधेको थिएँ — तपाईँका एक जना दाजु गंगालाल श्रेष्ठ नागरिक अधिकार र स्वतन्त्रताको पक्षमा लागेका कारण राणाकालमा (विसं १९९७) सहिद हुनुभयो । अर्का दाजु पुष्पलालले कम्युनिस्ट पार्टीको स्थापना गर्नुभयो । इतिहासमै पहिलोपटक देशमा कम्युनिस्टहरुको करिब दुई तिहाइ बहुमतको सरकार बनेको छ । तपाइँलाई कस्तो लागेको छ ?
जवाफमा श्रेष्ठले भनेका थिए — के भन्ने भाइ ? आज कांग्रेस कम्युनिस्टमा के फरक छ र ? दुवैमा गुन्डाको प्रभुत्व छ । आजका कम्युनिस्ट नेताहरुले अँगालेको नीति पुष्पलालको सिद्धान्तसँग मेल खाँदैन । म यसलाई समर्थन गर्न सक्दिन । ‘कम्युनिज्म’ फेल भैसक्यो । नारा जनताको, काम लुटेराकोजस्तो छ । पद र पैसाबाहेक केही नखोज्ने । यी लुटेरा हुन् यीनलाई म नेता मान्न सक्दिन । राजनीतिमा नैतिकता, इमान्दारी हराएर गयो । खराब चालकको हातमा गाडीको स्टेरिङ दियो भने दुर्घटना भएजस्तै अहिलेको राजनीति दुर्घटना उन्मुख छ । कति बेला दुर्घटना हुने हो भनेर कुरेर बवस्नुबाहेक अर्को विकल्प मसँग छैन ।
महाराजगन्ज स्थित निवासमा २०७६ जेठमा विजयलालसँग भएको कुराकानीको भिडियो आज हेर्दा लाग्छ एक वर्षपछिको दृश्य उनले त्यति बेलै देखिसकेका रहेछन् । विजयलालले त्यति बेला जे भनेका थिए नेकपा अहिले त्यहीँ पुगेको छ ।
सरकार, नेकपा र उसका नेताहरुको व्यवहारले सबैभन्दा बढी पीडा ‘सर्वहाराको हितका लागि कम्युनिस्ट’ बन्नेहरुलाई दिएको हुनुपर्छ । कुनै समय आफू कम्युनिस्ट भएकोमा गर्व गर्ने मेरा मित्र राजु तिमिल्सेनाले हालैमात्र फेसबुकमा पोस्ट गरे — आजकै मितिदेखि नेकपासँगको सबै सम्बन्ध आफैँले खारेज गरेको छु । राजुजस्ता कार्यकर्ता निराश हुँदा कम्युनिस्टहरुको बदनाम त भएको छ नै यस घटनाले देशमा भएको राजनीतिक परिवर्तनको उपहास पनि भएको छ । साथै, मुलुकलाई प्रतिगमनको बाटामा लैजान चाहनेहरुलाई समेत मलजल गरिरहेको छ ।
यही प्रसङ्गमा २०६२ –०६३ ताकाको एउटा घटना सम्झना भयो । जनआन्दोलन सफल भएलगत्तै प्रधानमन्त्री गिरिजाप्रसाद कोइरालाले कृष्णप्रसाद सिटौलालाई गृहमन्त्री बनाएका थिए । त्यो बेला सिटौलालाई त्यो जिम्मेवारी दिएको धेरै वरिष्ठ कांग्रेसी नेतालाई समेत चित्त बुझेको थिएन । कोइरालाले आफूसँग भनेको कुरा सिटौलाले लेखकलाई सुनाएका थिए — गृहमन्त्री बनाएपछि गिरिजाबाबुले मलाई भन्नु भएको थियो ‘हेर्नुस् सिटौलाजी मैले तपाईँलाई शक्तिशाली मन्त्री बनाएको छु । तर, विचार गर्नु होला तपाइँले जति कम शक्ति प्रयोग गर्नु हुन्छ त्यति नै सफल हुनुहुनेछ ।
ओलीले यो सिद्धान्तलाई स्वीकार गरेर अघि बढेको भए अहिलेको अवस्था आउने थिएन कि ? सर्वशक्तिवान हुने उनको चरम महत्त्वाकांक्षाले तानाशाहीलाई मलजल गर्नेबाहेक जनतासँग गरेका अधिकांश वाचा आश्वासनमै सीमित रहने निश्चित भएको छ ।
