बीपी त्यो दिनको घटनाबारे भन्छन्, “अब त भेट्नै प-यो भनेर लुगा लगाए । ओभरकोट लगाउन खोजें । उनीहरुले भने, ‘पर्दैन, यही होटलमा अर्को खण्डमा उनी बसेका छन् ।’ मध्यरातमा माओसँग भेट भयो । त्यही बेला माओले सगरमाथालाई दुवै देशको साझा चुचुरो बनाउन प्रस्ताव गरे । माओले भने, ‘यसलाई मितेरी चुचुरो बनाऊँ ।’”
नेपालका प्रथम जननिर्वाचित प्रधानमन्त्री बीपी कोइराला चीन भ्रमणमा थिए । यस क्रममा उनले चिनिया नेता माओसंग भेट्ने चाहना राखे समय मिलेको थिएन । १८ मार्च १९६० को कुरा हो ।
प्रधानमन्त्री चाउ एन लाई भन्ने गर्थे, “खै, कुरा गरेको छ । चेयरमेन माओसँग कहिले हुन्छ ? समय मिलाएर खबर गर्छौं ।” भ्रमणकै क्रममा बीपीलाई एक दिन साङ्घाई नजिकैको हेन चाउ भन्ने सुन्दर पर्यटकीय क्षेत्रमा लगियो । बीपीले त्यो ठाउँको बयान गर्दै भनेका छन्, “टापु पनि छ । समुद्र पनि छ । बगैंचा छ । असाध्यै राम्रो ठाउँ छ । त्यो दिन हामीलाई दृश्यावलोकन गराए ।
त्यसअगि बीपी, श्रीमती सुशीला र गृह मन्त्री उपाध्यायले त्यही नौका विहार गरे । फर्किंदा राति भइसकेको थियो त्यस्तै ११ बजेजति । बीपीले भनेका छन्, “त्यतिकैमा कारहरुको ठूलो ताँती देखियो । गृह मन्त्री उपाध्यायले भने, ‘यहाँ त ठूलै मानिस आएको हुनुपर्छ ।’ दिनभरिको घुमाइबाट थाकेका थिए सबै । होटल पुग्ने बित्तिकै कपडा फेरेर सुत्ने तरखरमा रहेको बेला ढोकामा ढकढक आवाज सुनियो । खोल्दा त ‘माओ त्से तुङले भेट्न खोजेका छन्’ भन्ने खबर लिएर मानिस पो आएका छन् ।”
बीपीले भने, “म थाकेको छु । अलिकति ड्रिङ्क्स पनि गरेको छु ।”
बोलाउने चिनियाँहरुले भने, “केही फरक पर्दैन ।”
बीपी त्यो दिनको घटनाबारे भन्छन्, “अब त भेट्नै प-यो भनेर लुगा लगाए । ओभरकोट लगाउन खोजें । उनीहरुले भने, ‘पर्दैन, यही होटलमा अर्को खण्डमा उनी बसेका छन् ।’ मध्यरातमा माओसँग भेट भयो । त्यही बेला माओले सगरमाथालाई दुवै देशको साझा चुचुरो बनाउन प्रस्ताव गरे । माओले भने, ‘यसलाई मितेरी चुचुरो बनाऊँ ।’”
त्यस दिन वीपी र माओबीच भएको ऐतिहासिक वार्ता चीनको परराष्ट्र मन्त्रालयले आफ्नो पुस्तक ‘माओत्सेतुङ अन डिप्लोमेसी’ मा प्रकाशित गरेको छ।
माओ : भारतसँग हाम्रो सम्बन्ध खराब छ। तर चिन्ता नगर्नुस्। चाँडै यो समाप्त हुनेछ। हामी दुवैको साझा स्वार्थ छ, किनभने हामी दुवै अविकसित राष्ट्र हौँ। हामीले भारतमा आक्रमण गरेको भन्ने आरोप झुठो हो। हामी अर्काको जमिन एक इन्च पनि चाहन्नौँ। हामीसँग ९६ लाख वर्ग किलोमिटरको विशाल क्षेत्रफल छ। जसको ठूलो हिस्सा उपयोगविहीन छ। आफ्नो देश चाहिँ राम्ररी सञ्चालन नगर्नु अनि अरुको जमिन खोस्नु भनेको अपराध हो। के हामीले नेपालमा आक्रमण गरेका छौँ त ? हामीलाई नेपालको जमिन एक इन्च पनि चाहिँदैन। के हामी सीमा सन्धिमा हस्ताक्षर गरेर सीमा चिन्ह राख्न सक्छौ ?
बीपी : सक्छौँ। यसबारे मैले प्रधानमन्त्री चाउ एन लाइसँग छलफल गरेको छु।
माओः तपाईंहरुबीच सहमति भयो त?
वीपीस् आधिकारिक सीमा चिन्ह आवश्यक छ।
माओः सीमा निर्धारण गर्न आवश्यक छ। एक पटक सीमारेखा कोरेपछि गस्ती नगरिने क्षेत्र तोक्न सकिन्छ। सल्लाहमै दुवैतर्फ गस्तीमुक्त क्षेत्रको लम्बाई कायम गर्न सकिन्छ। भारत र पाकिस्तानबीच यस्तो सन्धि छ। तर दुवै देशबीच गस्तीमुक्त क्षेत्र एक किलोमिटर मात्रै छ। हामीले एक पटक भारतसँग त्यस्तो क्षेत्र २० किलोमिटर राख्ने प्रस्ताव गरेका थियौँ। त्यो क्षेत्रमा न हामी जान्छौँ, न उनीहरु जानेछन्। तर उनीहरु सहमत भएनन्। तपाईं चाहनुहुन्छ भने गस्तीमुक्त क्षेत्रको प्रावधान सन्धिमै उल्लेख गर्न सक्छौँ। सीमाको दुवैतर्फ २०–२० किलोमिटर राख्ने हो भने जम्मा ४० किलोमिटर गस्तीमुक्त क्षेत्र बन्छ। त्यसरी नै १०, २० जतिपनि राख्न सकिन्छ। यो कुरा तपाईंको सुविधामा भर पर्छ। तपाईंको के विचार छ ?
बीपी : यो विचार गर्न लायक कुरा हो।
माओः तपाईं यसमा सोच्न सक्नुहुन्छ। यसको हेरविचार गर्ने काम दुवै पक्षका स्थानीय नागरिकहरुले गर्न सक्छन्। स्थानीयबाटै केही प्रहरी र मिलिसिया गठन गर्न सकिन्छ। त्यहाँ औपचारिक सैन्य शक्ति राखिनुहुँदैन। यदि दुवै देशले आफ्नो सेनालाई सीमाक्षेत्रबाट टाढा राख्ने हो भने दुवै पक्ष सहज हुन सक्छन्। सीमा रेखा कोर्ने र गस्तीमुक्त क्षेत्र बनाउने कुरा सीमानामा शान्ति र मित्रता कायम गर्ने उद्देश्यले गरिएको हो। ताकि दुवै पक्ष आनन्दले बस्न सकून् र अर्कोले आक्रमण गर्ने हो कि भन्ने चिन्ताबाट मुक्त रहन सकून्। तपाईं इच्छुक हुनुहुन्छ भने हामीले बर्मासँग गरेजस्तै अनाक्रमण सन्धिमा हस्ताक्षर गर्न सक्छौँ। सन्धिमा हस्ताक्षर गरिसकेपछि त्यसको उल्लंघन गर्यौंभने हामी गलत हुन जान्छौँ। हामी ठूलो देश भएकोले तपाईंहरुले आक्रमण गर्ने आशंका हामीलाई हुँदैन। तर तपाईंहरुलाई त्यस्तो आशंका हुनसक्छ। सन्धिमा हस्ताक्षर गरिसकेपछि त्यसलाई उल्लंघ गरे त्यो हाम्रो भयानक गल्ती हुनेछ।
वीपीस् हाम्रो कुराकानीमा प्रधानमन्त्री चाउ एन लाइले मैत्री सन्धिको मस्यौदा अघि सार्नुभएको थियो। त्यो मस्यौदालाई पहिले हामीले मन्त्री परिषदबाट पास गराउनुपर्छ। त्यसमा केही संशोधन हुनसक्छ। सायद यसमा प्रधानमन्त्री चाउ एन लाइको अप्रिल अन्तिममा भारतपछिको नेपाल भ्रमणका क्रममा काठमाडौँमा हस्ताक्षर हुनसक्छ।
माओः धेरै राम्रो। हामीले नेपालका दुई प्रधानमन्त्रीलाई स्वागत गरिसक्यौँ। त्यसैले यसलाई बराबरी बनाउन अब हाम्रो प्रधानमन्त्रीले नेपाल भ्रमण गर्नुपर्छ। हामी तपाईंहरुलाई धन्यवाद दिन्छौँ। यसैवर्ष तपाईंको राजधानीमा हामी दूतावास खोल्दैछौँ, जुन अत्यन्त राम्रो कुरा हो। तपाईंले पनि यहाँ धेरै मान्छे नराखी दूतावास खोल्न सक्नुहुन्छ। तीनचार वा सातआठ जना राख्दा हुन्छ। यो त्यति खर्चिलो हुनेछैन। ८० लाख मान्छेबाट त्यति मान्छे खोज्न गाह्रो पर्दैन।
बीपी : हामी धेरै मान्छे पठाउँदैनौँ किनभने हामी धेरैको खर्च धान्न सक्दैनौँ।
माओः हामीले सुनेअनुसार हाम्रो देशसम्म तपाईंहरु सीधा राजमार्ग निर्माण गर्दै हुनुहुन्छ अरे।
बीपी : होइन। हामी दुई वर्ष अगाडि चाहिँ त्यो राजमार्ग बनाउन चाहन्थ्यौँ। तर कोषको अभावका कारण काम अघि बढ्न सकेन। अहिले सोभियत संघका प्राविधिकहरुले पूर्व–पश्चिम राजमार्गको सर्वेक्षणमा सघाइरहेका छन्।
माओः अहिले हाम्रो देश आउनुपर्यो भने तपाईंले अर्को देश हुँदै आउनुपर्छ।
बीपी : होइन। हामी नेपाल र तिब्बतबीचको हिमाल नाघेर आउन सक्छौँ। तर त्यो औपचारिक मार्ग होइन।
माओः एक वर्ष, दश वर्ष वा बीस वर्षमा ढिलो वा चाँडो हामीबीच सीधा सडक हुनैपर्छ।
बीपी :हाम्रो देशमा हामीले आर्थिक विकासको सम्भावना भएको क्षेत्रमा सडक बनाइरहेका छौँ। देशभर हामीले ९ सय माइल ९१३०० किमी० सडक निर्माणको योजना बनाएका छौँ।
माओः गज्जब।
बीपी : मैले जवाहरलाल नेहरु र प्रधानमन्त्री चाउ एन लाइलाई वार्ताका लागि हाम्रो राजधानी काठमाडौँमा निम्त्याएको थिएँ। तर उहाँहरु आउन सक्नुभएन।
माओः त्यस्तो किन भयो भने हाम्रो प्रधानमन्त्री उनकै राजधानी दिल्ली आउन् भन्ने नेहरुको चाहना थियो। पहिले हामीले रंगुनको प्रस्ताव गर्यौं तर नेहरु सहमत भएनन्। अहिले हामी दिल्ली जान सहमत भएका छौँ, त्यसैले उनी नेपाल जान सक्दैनन्। तपाईंको हार्दिकताका लागि धन्यवाद। तपाईंको अभिप्राय धेरै राम्रो छ। बर्माका प्रधानमन्त्रीको आशय पनि राम्रो थियो, जो चीन र भारतका प्रधानमन्त्री रंगुन पुगेको हेर्न चाहन्थे। तर जब नेहरुले यो कुरा आफूलाई सुविधाजनक नहुने बताए, त्यति सुविधा हामीले उनलाई दिनै पर्यो।
अहिले बर्माका प्रधानमन्त्रीले हाम्रो प्रधानमन्त्रीलाई रंगुन बोलाएका छन्। महामहिमले पनि आफ्नो देशमा बोलाउनु भएको छ। त्यसैले प्रधानमन्त्री चाउ एन लाइ पहिले बर्मा जानुहुन्छ, अनि भारत गएर त्यहाँका प्रधानमन्त्रीसँग वार्ता गर्नुहुन्छ। त्यसपछि तपाईंको देशमा जानुहुन्छ। उहाँले यसपटक भ्रमण गर्ने चौथो देश चाहिँ कम्बोडिया हो, जसले हामीलाई अनेक पटक निम्ता गरिसकेको छ। उहाँ पाँचौँ देश पनि जानुहुन्छ, त्यो हो चि मिन्ह ९हो चि मिन्ह भियतनाम कम्युष्टि पार्टीका संस्थापक हुन्, जो पछि भियतनामको निर्वाचित राष्ट्रपति र प्रधानमन्त्री भए० को देश हो। एकैसाथ पाँच देशको भ्रमण। त्यसैले गतवर्षको चीनविरोधी तरंग बिस्तारै शान्त हुँदैछ।
करिब एक वर्षजति भारतसँग हाम्रो झगडा भयो। तर हामी अझै पनि मित्र हौँ। साथीसाथी, पतिपत्नी र दाजुभाइबीच प्रायः झगडा भइरहन्छ। तपाईं, बर्मा, सिलोन ९अहिलेको श्रीलंका० र कम्बोडियासँग हाम्रो झगडा छैन। संसारमा एक देशसँग मात्रै हाम्रो गम्भीर झगडा छ, त्यो हो( अमेरिका। उसले हाम्रो ताइवान कब्जा गरेर हामीलाई नै ‘आक्रमणकारी’ भन्छ। हामीले पनि उसलाई आक्रमणकारी भन्नुपर्छ। हामीले अमेरिकाको जमिन कहीँ एक इञ्च पनि कब्जा गरेका छैनौँ। यद्यपि चीन र होनोलुलुबीच मिडवे आइल्याण्ड छ। न त हामीले जापान नै कब्जा गरेका छौँ। मलाई थाहा छैन, हामी आक्रमणकारी कसरी भयौँ।
र अहिले एउटा देश छ, जो हामीविरुद्ध तपाईंहरुसँग ‘संयुक्त सुरक्षा’ निर्माण गर्न चाहन्छ। यसमा तपाईंहरु सहमत नभएको मैले थाहा पाएँ। यसबाट हामी आनन्दित भयौँ। चीन–भारतबीचको मुद्दा आपसमै सल्टिनुपर्छ र हामी हस्तक्षेप गर्दैनौँ भनेर तपाईंले भन्नुभयो। हामीले नेपालमा आक्रमण गरेको आरोप भारतले लगायो। तर तपाईंहरुले कुनै आक्रमण नगरिएको घोषणा गर्दै वक्तव्य निकाल्नुभयो। हाम्रो सेना तपाईंको देशमा घुसपैठ गरेको हल्ला छ। के कुनै घुसपैठ भएको छ त ?
बीपी : त्यस्तो भएको छैन, त्यसैले त हामीले वक्तव्य जारी गर्यौं।
माओः हाम्रोजस्तो देशले आत्मनिर्भरतालाई मुख्य सिद्दान्त बनाउनुपर्छ। र विदेशी सहायतालाई गौण बनाउने प्रयास गर्नुपर्छ। हामीले विदेशी सहायता लिनै पर्छ। तर मुख्य कुरा के हो, त्यसमा विचार पुर्याउनै पर्छ। आफैँमा निर्भर योजनाहरुलाई तपाईं सहज सञ्चालन गर्न सक्नुहुन्छ।
तपाईंहरुको नीति पनि हाम्रोभन्दा खास फरक छैन। १९५० देखि ५९ सम्म हाम्रा ठूला उद्यमहरु सोभियत संघको सहयोगमा डिजाइन र स्थापित गरिएका थिए। त्यो दश वर्षमा हामीले केही प्रगति गर्यौं र अहिले आफैँमा निर्भर हुँदैछौँ। पहिलो पञ्चवर्षीय योजनाको अवधिमा हामीले हरेक कुरा सोभियत संघको नक्कल गर्नुपर्यो, किनभने हामीलाई यसबारे एकदमै कम मात्र थाहा थियो। दोस्रो पञ्चवर्षीय योजना अवधिमा हामीले नक्कल गर्ने काम छोड्यौँ र १९५८ तथा १९५९ मा आफ्नै विधि खोज्यौँ। तपाईंहरु पनि सायद यही प्रक्रियाबाट गुज्रिनुपर्ने हुनसक्छ। सुरुमा विदेशीबाट नक्कल गर्न र निश्चित अवधिपछि नक्कल गर्न बन्द गर्न आवश्यक छ। स्कुल पढ्दै गर्दा विद्यार्थीले शिक्षकको नक्कल गर्छन्। वर्षौँको शिक्षापछि उनीहरु आफैँ शिक्षक बन्छन्। कुनै न कुनै क्षेत्रमा तपाईं शिक्षक बन्नुहुनेछ। एक सय वा हजार वर्षसम्म कोही सिकारु मात्र भइरहँदैन। हामी विगतमा सिकारु थियौँ, अहिले पनि सिकारु नै छौँ।
सोभियत संघ, अमेरिका र बेलायतसँग परिष्कृत विज्ञान र प्रविधि छ, हामीसँग छैन। हामीले उनीहरुबाट सिक्नु पर्छ। हरेक राष्ट्रका आआफ्ना सबल र दुर्बल पक्ष हुन्छन्। यही कुरा तपाईंको देश वा कम्बोडियामा पनि लागू हुन्छ। हरेक ठूला वा साना देशले अर्को देशको सबल पक्षबाट सिक्नुपर्छ। अन्य देशहरुसँग अनुभव साट्नु अत्यन्त राम्रो कुरा हो। हामी पूर्वीयहरुमा हीनताको भाव छ। हामी गोराहरुको सामुन्ने हीनताबोध गर्छौँ। यो त्यस्तो अन्धविश्वास हो, जसलाई तोड्न आवश्यक छ। यो अन्धविश्वास तोड्न पश्चिमबाट सिक्नजत्तिकै आवश्यक छ। अन्धविश्वास तोड्नुसँगै उनीहरुबाट सिक्नु विरोधाभाषी कुरा होइन। उदाहरणका लागि हामी उनीहरुको देशमा विद्यार्थी पठाउन र औजारहरु आयात गर्न सक्छौँ।
म पश्चिमको हरेक कुराको विरोधमा छैन। साम्राज्यवादीहरुले गरेको अरुको शोषण र दमनको मात्रै विरोधमा छु। हामीले उनीहरुको संस्कृति र विज्ञानबाट सिक्न जरुरी छ। पूर्वीयहरुले पश्चिमबाट सिक्नुपर्छ तर त्यो सिकाइलाई अन्धविश्वासबिना ग्रहण गरिनुपर्छ।
बीपी : नेपाल–चीन सीमाको विषयमा अझै फरक मत छन्। हाम्रो दृष्टिमा विगत ५० वर्षको ऐतिहासिक परिस्थितिलाई आधार मान्दा चार स्थानमा विवाद छ। अब विवाद टुंग्याउने समय हो।
माओः राम्रो।
बीपी : प्रधानमन्त्री चाउ एन लाइसँगको कुराकानीमा हामीले अनेकौँ सिद्दान्तको कुरा गर्यौं। पहिलो, परम्परागत रुपमा स्वीकार्य विद्यमान सीमा रेखा कोर्ने, दोस्रो, सीमाको दुवैतर्फबाट क्षेत्राधिकारीको व्यवहारिक परिस्थिति मूल्यांकन गर्ने, तेस्रो, केही स्थानमा विवाद समाधान गर्ने र विवाद समाधान हुन नसके संयुक्त समितिमा हस्तान्तरण गर्ने।
माओः त्यो राम्रो कुरा हो।
बीपी : हामीबीचका खासखास स्थानमा विवाद भएकाले यी सिद्दान्तहरु ठीक छन्। विवादले हामीलाई असहज बनाएको छ। हाङझाउ जाँदा मैले प्रधानमन्त्री चाउ एन लाइलाई भनेँ, म असहज मनस्थिति लिएर हाङझाउ आएको छु। प्रधानमन्त्री चाउले मलाई पूर्ण रुपमा सहज महसुस गर्न भन्नुभयो।
माओः निश्चय नै तपाईंले सहज महसुस गर्नुपर्छ। बर्मा पनि हामीसँग डराएको थियो। अहिले हामीले उनीहरुको चित्त शान्त गरिदिएका छौँ। हाम्रो मुटु कस्तो छ भन्ने बर्मेलीहरुलाई अहिले थाहा भयो।
बीपी : यहाँ आउनुअघि मैले प्रधानमन्त्री ने विन ९बर्माका तत्कालीन प्रधानमन्त्री तथा रक्षामन्त्री० लाई भेटेको थिएँ। उहाँले अध्यक्ष माओ र प्रधानमन्त्री चाउ एन लाइसँग स्पष्टसँग कुरा गर्न भन्नुभएको थियो। त्यसैले मैले यी सबै कुराबारे खुलेर बोलेको छु।
माओः राम्रो। यी विवादहरु हल गर्न सजिलो छ। हिमालमा मान्छे बस्दैनन्। हिमालको विवाद हल गर्न एक संयुक्त समिति बनाउन सकिन्छ।
बीपी : हाल विवादित स्थानहरु तपाईंका लागि महत्वपूर्ण छैनन्। तर हाम्रो लागि ती महत्वपूर्ण छन्। यो प्रतिष्ठको विषय हो।
माओः चिन्ता नलिनुस्, ती सबै हल हुन सक्छन्।
बीपी : अर्को पनि प्रश्न छ, भावनाको प्रश्न। यसलाई हामी सगरमाथा भन्छौँ, पश्चिमाहरु एभरेस्ट भन्छन्, तपाईंहरु चोमोलोङ्मा भन्नुहुन्छ। यो स्थान सँधै हाम्रो सीमाभित्र छ। तर प्रधानमन्त्री चाउ एन लाइले यो तपाईंहरुको सीमाभित्र पर्छ भन्नुभयो।
माओः यो कुरामा तपाईंहरु अप्ठ्यारो नमान्नुहोस्।
बीपी : यो भावनात्मक प्रश्न हो।
माओः दुवै पक्षलाई आधाआधा गरेर यसको समाधान गर्न सकिन्छ। दक्षिणी भाग तपाईंको, उत्तरी भाग हाम्रो।
बीपी : हिमालको चुचुरो चाहिँ ?
माओः त्यो पनि दुवै पक्षलाई आधाआधा। त्यसो गरे ठीक हुन्छ ? यदि अहिले यो कुरा समाधान गर्न सकिन्न भने यो कुरालाई स्थगित गर्न सकिन्छ। यो निकै अग्लो छ र यसले हाम्रो सीमालाई सुरक्षा दिनसक्छ। हामीमध्ये कुनै पनि पक्षले हार बेहोर्नुपर्ने छैन। यो सबै तपाईंहरुलाई दिँदा हामी दुःखी हुन्छौँ। यो सबै हामीलाई दिँदा तपाईंहरु दुःखी बन्नुहुन्छ। हामी यसको शिखरमा सीमा रेखा राख्नसक्छौँ।
सूर्यप्रसाद उपाध्याय : त्यो कसले गर्ने?
माओः साह्रै मुस्किल काम हगि१ यसको लिखित अभिलेख राख्न सकिन्छ। हाम्रा मान्छेले तपाईंको तर्फबाट आरोहण गर्न लाग्दा हामी तपाईंहलाई सूचना दिनेछौँ, तपाईंहरुको मान्छे हाम्रो तर्फबाट आरोहण गर्दा तपाईंहरुले हामीलाई सूचना दिनुहुनेछ।
सूर्यप्रसाद उपाध्याय : विगतमा हिमाल आरोहीहरुले नेपाली भिसा लिनुपर्थ्यो।
माओः तपाईंको देशबाट तेस्रो देशको आरोहीले हिमाल चढ्न खोज्दा तपाईंको देशबाट भिसा लिन सक्छन्।
पान जिली (भारत र नेपालका लागि तत्कालीन चिनियाँ राजदूत): विगतमा तिब्बततर्फबाट हिमाल चढ्न चाहनेले स्थानीय सरकारबाट अनुमति लिनुपर्थ्यो।
लुओ गुइबो (चीनको परराष्ट्र मन्त्रालयका तत्कालीन उपमन्त्री): विगतमा विदेशी आरोहीले स्वीट्जरल्याण्डस्थित हाम्रो दूतावासबाट भिसा लिएका थिए।
बीपी: होइन।
माओः लामो समयदेखिको प्रचलित अभ्यास के हो भने तिब्बततिरबाट हिमाल चढ्न चाहनेले स्थानीय सरकारबाट अनुमति लिनुपर्छ।
बीपी: अरु विवाद पनि छन्।
