नेपालको प्रजातान्त्रिक आन्दोलनदेखि नेपाल र नेपालीको रूपान्तरणका चिन्तन मननसम्ममा नेपालका वर्तमान जुन कुनै नेताहरू भन्दा कम योगदान नभएका यज्ञप्रसाद अधिकारी उपचार गर्नै समस्या हुने अवस्थामा पुग्दा पनि उपेक्षित हुने तर खड्ग ओली, झलनाथ खनाल, विद्या भण्डारी, रामचन्द्र पौडेल जस्ता आफ्नो उपचार खर्च गर्ने हैसियत भएका थुप्रै नेताहरूले भने राज्यकोषबाट उपचार खर्चका नाममा करोडौँ खर्च निरन्तर पाइरहने व्यवस्थालाई कसरी प्रजातान्त्रिक व्यवस्था भन्न सकिन्छ ? निक्र्यौल गर्नै पर्ने भएको छ ।
हिजोका उनीहरू नै आजका हामीहरू हौँ र आजका हामीहरू नै भोलिका उनीहरू हुन् भन्ने ऐतिहासिक यथार्थका कसिमा घोट्दा वा विश्लेषण गर्दा नेपालको प्रजातान्त्रिक आन्दोलन एवं नेपाली कांग्रेसको राजनीतिमा प्रा.डा. यज्ञप्रसाद अधिकारी जस्ता सपुत प्राज्ञहरूको निष्ठा, समर्पण, प्रतिबद्धता, साहस आदिले गर्दा नै आशाका किरणहरू बच्न सकेका हुन् । समाजलाई विगतको निरन्तरताबाट अलग लगेर केबल आजको मात्र कुरा गर्ने र भविष्यको आँकलन गर्न खोज्ने गर्दा ऐतिहासिक यथार्थ बुझ्न र मूल्यबोध गर्न सकिँदैन । देशलाई इतिहासको आलेखबाट छुट्याउन खोज्दा र पूर्व घटित घटना एवं व्यवस्थापनहरूको प्रतिच्छाया अनुरूप निर्देशित भएको यथार्थ आत्मसात गर्न नखोज्दा वर्तमानकै यथार्थ अनुभूति गर्न सकिँदैन । प्रजातान्त्रिक आन्दोलनको लामो कालखण्ड एवं प्रजातन्त्र पुनस्र्थापना पछिको लामो अवधिमा सत्तामुखी राजनीति भन्दा समुन्नत नेपाल र स्वतन्त्र नेपाली समाजको लक्ष्य अनुरूप क्रियाशील नेपाली कांग्रेसका कर्मयोगीहरूको सानो जमातमा प्रा.डा. यज्ञप्रसाद अधिकारीको नाम शीर्ष स्थानमा राख्नै पर्दछ ।
वर्तमान जगत्मा व्यवहार, सोचाइ, दुरदर्शिता, कार्यप्रतिको एकाग्रता–निरन्तरता एवं समर्पणले नै मानवीय आदर्श एवं व्यक्तित्व स्थापित गर्ने भएकाले मानवीय व्यवहार एवं सकारात्मक कार्यहरू नै उसको उचाई मूल्य मान्यता एवं सामाजिक प्रतिष्ठा मापनका आधार बनेको पाइन्छ । समाजले महानतम एवं कर्मयोगी व्यक्तित्वको स्थान दिएकाहरूको जीवनी अध्ययन गर्दा उनीहरूका कर्म अर्थात् त्याग–तपस्या, सामाजिक मूल्य मान्यताप्रतिको प्रतिबद्धता, निर्वाह गरेका भूमिका आदिले नै सफलताको शिखरमा पु-याएको थाहा पाइन्छ । बिना स्वार्थ परिश्रम गर्ने स्वभाव, सामाजिक रूपान्तरणका लागि अग्रसर रहने निष्ठा, प्रजातन्त्रका लागि बलिदान हुन पछि नपर्ने दृढता, समयको पदचाप सुन्ने र माग बुझ्न सक्ने क्षमता, सङ्घर्षका लागि जीवन्त आत्मबल एवं दृढ इच्छा शक्ति आदिले नै मानिसलाई सामाजिक व्यक्तित्वको स्थानमा पु-याउन सक्षम बनाउँछ । मानिसलाई पूर्ण मानिसमा रूपान्तरण हुने आधार उपलब्ध गराउने उल्लेखित स्वभाव, विशेषता वा गुण भएका व्यक्तिहरू भने वर्तमान स्वार्थी संसारमा विरलै भेटिन्छन् । यस्तै अप्राप्य व्यक्ति मध्येकै एक व्यक्तिको लहरमा आफूलाई उभ्याउन सफल व्यक्तित्वको नाम नै प्रा.डा. यज्ञप्रसाद अधिकारी हो । विद्यालय जीवनमै प्रजातन्त्र एवं समाजवादप्रति आकर्षित भएपछि कष्टकर सङ्घर्षको मार्ग चुनेर जेल नेल समेतकै पर्वाह नगरी समाज एवं देशका लागि केही गरौँ भन्ने सोचलाई मूल मन्त्र बनाएर बढेका प्रा.डा. अधिकारीले सक्रिय भई गरेका कार्य, दिएका योगदान एवं प्रकट गरेका धारणा प्रजातान्त्रिक प्रणालीका पक्षधरहरूका लागि नै गौरवका विषय एवं प्रेरणाका स्रोतहरू हुन् ।
२०३५÷३६ को विद्यार्थी आन्दोलन चर्किदै गर्दा काठमाडौँ उपत्यकाको एउटा क्याम्पसमा प्रविणता प्रमाणपत्र तह अध्ययन गर्न थालेको मैले यज्ञप्रसाद अधिकारीलाई चिन्ने मौका पाएको थिएँ । त्यस यताको लामो कालखण्डमा सङ्घर्षका विभिन्न मोर्चाहरूदेखि प्राप्त जिम्मेवारीका कार्यहरूसम्म नै सक्रिय भएर लागि पर्ने र सदैव प्रजातान्त्रिक पद्धति एवं समाजवादी नेपाल निर्माण अभियानमै जोड दिने कार्यलाई मूल कर्म बनाएर लागि परेको देख्न सुन्न पाएको मैले निष्काम कर्मयोगीको संज्ञा दिन उपयुक्त ठह-याएको छु । यो लामो कालखण्डको अवलोकनदेखि सानिध्यतासम्मको अवसरबाट गरेको समग्र अनुभवका निचोडमा प्रा.डा. अधिकारीलाई वरिष्ठ विद्वान्, राजनीतिशास्त्री, समाजवादी चिन्तनका धनी वैदेशिक सम्बन्धका विश्लेषक, प्रजातान्त्रिक समाजवादका सच्चा अनुयायी, आपूm रित्तिएर भए पनि अरूलाई सघाउने अपूर्व भावना–क्षमताका धनी र आदर्श सामाजिक व्यक्तित्वका रूपमा उल्लेख गर्न रुचाउँछु । नेपालको प्रजातान्त्रिक आन्दोलन र त्यसका उपलब्धिहरूसँगै परराष्ट्र नीतिका विविध पक्षहरूलाई केन्द्रमा राखेर गहकिला ग्रन्थहरूदेखि गोष्ठीपत्र, छलफल पत्र, कार्यपत्र लेख्ने, प्रस्तुत गर्ने प्राध्यापक अधिकारीका शस्तै कृतिहरू प्रकाशित भएका छन् । नेपाली कांग्रेसको पहिलो जननिर्वाचित सरकारको विदेश नीति माथि शोध अध्ययन गरेर विद्यावारिधि उपाधि हासिल गर्नु भएका प्रा. अधिकारीका हरेक प्राज्ञिक कार्यहरूले मानव समाजलाई नेपालको प्रजातान्त्रिक आन्दोलन एवं रूपान्तरणमा नेपाली कांग्रेसको भूमिका योगदानका विविध पक्ष एवं अध्यायहरू, नेपाली समाजको अग्रगमनका लागि अवलम्बन गर्नु पर्ने उपायहरू, सामाजिक न्यायका विविध पक्षहरू आदिका बारेमा प्रशस्त ज्ञान एवं सन्देश दिन सफल भएका छन् । आफ्ना समवयीहरूदेखि तलका पुस्ताहरूसम्मलाई नै कर्मशील भएर काम गर्न प्रेरित गर्ने र सदैव अध्ययन अनुसन्धानका लागि प्रेरणाका ऊर्जा प्रदान गर्ने डा. अधिकारीको लगनशीलता, निष्ठा, प्रतिबद्धता एवं सहृदयी भावनाले यस धरामा अवतरण गरेपछि समाज एवं देशका लागि केही गर्न नसकेका खण्डमा मानव जीवन नै अपूर्ण हुने वास्तविकता बोध गराउँदछ ।
आफ्नो सम्पर्कमा आउने विद्यार्थीदेखि राजनीतिज्ञहरूसम्मलाई नै जीवनको महत्वपूर्ण आर्जन सम्झने, आफ्नै परिवारका सदस्य सरह स्नेह प्रदान गरी आफ्नो सङ्ग्रहमा रहेका अमूल्य पुस्तकदेखि दस्तावेजहरूसम्म नै उपलब्ध गराउने र आपूmसँग भएको खानासम्म पनि बाँडेर खान मन पराउने भावनाका धनी डा. अधिकारीको सानिध्यबाट फाइदा उठाउनेहरू नेपाली समाजमा महत्वपूर्ण व्यक्तित्व बनिसकेका छन् । कर्म गर तर फलको आशा नगर भन्ने गीताको उपदेश मनन गरेर जो कोहीलाई पनि साथ सहयोग गर्न तत्पर रहने डा. अधिकारीलाई माध्यम बनाएर पहुँच कायम गरी पद प्रतिष्ठा प्राप्त गर्नेहरूले नै आफ्नो स्वार्थ सिद्ध भएपछि वास्ता नगर्ने वा उपेक्षा गर्ने नीति लिँदा पनि किञ्चित पर्वाह नगर्ने स्वभाव अनुरूपकै कर्म पथमा बढी रहने कार्यशैली पटकपटक देख्ने र अनुभव गर्ने मौका पाएको हो । समग्रमा सरल, मृदुभाषी, सहयोगी र नम्र स्वभावका प्रा.डा. अधिकारीबाट मुलुक एवं समाजको रूपान्तरणका लागि चिन्तनशील भएर गरेका कार्य एवं निर्वाह गरेको भूमिकादेखि विद्यार्थी एवं संगिसाथीहरूलाई उच्च प्राथमिकता दिएर सदैव सक्दो मद्दत एवं सल्लाह दिन तत्पर रहने विशेष गुणयुक्त कर्मयोगीको स्थान दिन मिल्ने अवस्थासम्मको साक्षी बन्ने अवसर पाएको मैले फगत एउटा लेखद्वारा समग्र पक्ष झल्काउने दुस्साहस गर्न नसक्ने भएकाले नेपाली कांग्रेसको राजनीतिसँग सम्बन्धित केही महत्वपूर्ण प्रसङ्ग वा विषयहरू उल्लेख गर्ने जमर्को गरेको छु ।
पौराणिक कालदेखि नै प्रसिद्धिको शिखरमा पुगेको नेपाललाई पौराणिक धार्मिक ग्रन्थहरूले नै पवित्र हिमवत खण्डको स्थान दिएको पाइन्छ । मानव सभ्यता स्थल समेत प्रमाणित भएको यो भूमिमा व्यास, कपिल, वाल्मीकि, विश्वामित्र, पाणिनी, गौतम, भृगु, याज्ञवल्क्य, पुलह, पुलत्स्य आदि प्रसिद्ध विद्वान्–तपश्विहरूद्वारा गहन तप, साधना, ज्ञान प्राप्ति एवं साहित्य सिर्जना गरेका विवरण भेटिन्छन् । मानव सभ्यताको थालनी, विकास एवं विस्तारदेखि नै विख्यात नेपाली भूभागको वैष्णव क्षेत्र एवं हरिहर क्षेत्रका नामले चिनिने गण्डकी सभ्यताको मध्यवर्ती क्षेत्रमा अवस्थित बागलुङ पर्वत क्षेत्रले सुरुदेखि नै सर्जक एवं रूपान्तरणका प्रणेताको संज्ञा दिन सकिने व्यक्तित्वहरूलाई जन्माएको तथ्य आज सबै सामु जगजाहेर नै छ । पौलत्स्य वाङमयले सबै भन्दा बढी चर्चित भूभागको संज्ञा दिएको गण्डकी क्षेत्रलाई तिर्थस्थल, देव निकेतन, प्रकृति रमणीय, पर्यटन क्षेत्र, दर्शनहरूको उदगम स्थल र आदर्श राज्य शासनको भूमि मानेको छ । मुक्ति क्षेत्रदेखि त्रिवेणी धामसम्मको सविस्तार वर्णन पाइने रामायण, महाभारत जस्ता उत्कृष्ट साहित्यदेखि वराह पुराण, गणेश उपमहापुराण आदि पूर्वीय ग्रन्थहरूमा गण्डकी तटिय क्षेत्रका भूभागको पावनता, उर्वरता, सम्पन्नता, रमणीयता एवं प्रसिद्धिबारे उल्लेख गरिएको छ । यसप्रकारको अध्ययनबाट यो क्षेत्र आराधना, तप साधना, सिर्जना, देव दम्पति पर्यटन–विचरण स्थल, ब्रह्म विद्या साधना केन्द्र, ब्रह्मज्ञान प्राप्ति स्थल, उत्कृष्ट राज्य व्यवस्था थालनी केन्द्रदेखि राष्ट्रिय एकताको प्रारम्भ भूमिका रूपमा प्रस्ट्याउन सकिन्छ । पौराणिक ग्रन्थहरूले सर्वाधिक पवित्रतम नदीको मान्यता दिइएकी कृष्णा गण्डकीलाई भगवान् विष्णुकी आमाको स्थान दिएकाले यहाँ स्नानदेखि दहनसम्मको अवसर पाएमा मुक्त भइने विश्वास प्रचलित छ । यसप्रकार प्रसिद्धि पाएको गण्डकी क्षेत्रकै एक हिस्सा पर्वत क्षेत्रका गाउँ बस्तीहरूले तप साधना, ज्ञान खोजीदेखि सामाजिक परिवर्तन–रूपान्तरणमा अहम् भूमिका निर्वाह गर्ने धेरै कर्मयोद्धाहरूलाई जन्माउने र क्रियाशीलताको मार्ग प्रशस्त गर्ने गरेका उदाहरणहरू धेरै पाइन्छन् । नेपाल र नेपालीको उन्नती–प्रगतिका लागि चिन्तन मनन तर्पm मात्र क्रियाशील हुने र अहोरात्र सामाजिक रूपान्तरणका आधार तयार पार्न लागि पर्ने कर्मयोद्धाहरूको लहरमा उभिएर लोकको उपकारमा निस्वार्थ रूपले क्रियाशील रहन पाउँदा रमाउने र अध्ययन अनुसन्धानको मार्ग समेत छिचोलेर विज्ञ–प्राध्यापकको स्थानमा पुग्ने साधक यज्ञप्रसाद अधिकारी हुन् ।
वर्तमान पर्वत जिल्लाको महाशीला गाउँपालिका भित्र पर्ने लखुदेउरालीमा २०१० साल वैशाख ४ गतेका दिन देवीप्रसाद अधिकारी एवं डिलकुमारी अधिकारीको पुत्ररत्नका रूपमा धराअवतरण गरेका यज्ञप्रसाद अधिकारीले महेन्द्र ज्योती मा.वि. भोक्सिङ पर्वतबाट प्रारम्भिक शिक्षाको थालनी गरेका थिए । प्राथमिक तहको अध्ययन पछि लामेको सरस्वती नि.मा.वि. हुँदै त्रिशहिद हाई स्कुल पञ्चमूल सुरुवारी स्याङजाबाट एस.एल.सी. सम्मको अध्ययन पूरा गरेपछि उच्च शिक्षाका लागि चितवन स्थित वीरेन्द्र क्याम्पस भरतपुरमा भर्ना भएपछि २०३० सालमा प्रविणता प्रमाणपत्र तह विशिष्टता सहित पूरा गरेको पाइन्छ । काठमाडौँ स्थित त्रि–चन्द्र क्याम्पसबाट स्नातक तह २०३३÷३४ मा पूरा गरेका अधिकारीले राजनीति शास्त्रमा स्नातकोत्तर तह सम्पन्न गरेपछि २०४२ सालदेखि त्रिभुवन विश्वविद्यालयमै प्राध्यापन कार्य थालनी गरेका उनले समय क्रममा बनारस हिन्दु विश्वविद्यालयबाट नेपाली कांग्रेसको विदेश नीतिमा विद्यावारिधि सम्पन्न गरेको यथार्थ जगजाहेर नै छ । अध्ययनको थालनीदेखि नै प्रजातान्त्रिक पद्धतिका पक्षपातिका रूपमा क्रियाशीलता थालेका अधिकारीले जतिसुकै सङ्कट आइपर्दा पनि उक्त मार्ग नछाडेको यथार्थ उनकै सहपाठीहरूबाट सुन्न पाइएको हो ।
२०१७ सालमा सर्वसत्तावादको बाटोमा बढेका राजा महेन्द्रले असंवैधानिक कदम उठाएर जननिर्वाचित नेपाली कांग्रेसको सरकार अपदस्त गरी प्रजातान्त्रिक पद्धति नै समाप्त पारेपछि स्थापना गरेको पञ्चायती व्यवस्थामा दलीय राजनैतिक क्रियाकलाप माथि पूर्ण प्रतिबन्ध लगाइएको थियो । देशबाट कांग्रेस–कम्युनिष्ट लगायतका बहुदलीय प्रजातान्त्रिक व्यवस्थाका पक्षमा क्रियाशीलता देखाउनै नपाउने संवैधानिक व्यवस्था गरेका राजा महेन्द्रको नीति कार्यक्रम विरुद्ध देशभित्रैबाट सङ्गठित भएर विरोध गर्ने र मूर्दावादका आवाज उठाउने कार्य थाल्नेहरूमा विद्यार्थीहरू नै अग्रस्थानमा थिए । राजाको चाहना अनुरूपको भन्दै ल्याइएको पञ्चायती व्यवस्थाका पक्षमा जनमत तयार पार्न भन्दै व्यवस्था गरिएको वर्गीय सङ्गठन अन्तर्गत व्यवस्थाबाट असन्तुष्ट भएका विद्यार्थीहरूलाई शान्त पार्न र पञ्चायतवादी बनाउन भन्दै विद्यार्थी संघको व्यवस्था गर्ने काम भयो । नेपाली कांग्रेसद्वारा युवा–तरुण एवं विद्यार्थीहरूलाई सङ्गठित गर्न भन्दै गठन गरेको नेपाल तरुण दल पनि प्रतिबन्धित भएको अवस्थामा विद्यार्थी संघ मार्पmत सङ्गठित हुन थालको युवा–तरुणहरूले विद्यार्थी संघलाई विद्यालय तहसम्मै पु-याएको पाइन्छ । त्यसै क्रममा २०२६ सालमा लामेको सरस्वती नि.मा.वि. बाट विद्यार्थी संघको सभापति बनेका यज्ञप्रसाद अधिकारीले निर्वाह गरेको भूमिका देखेर सहपाठीहरूले साथ समर्थन दिई गण्डकी छात्र परिषद् प्रतिनिधित्वको जिम्मा समेत दिए । माध्यमिक तह अध्ययनका लागि त्रिशहिद मा.वि. पञ्चमूल पुगेका यज्ञप्रसाद अधिकारीले २०२८ सालमा पोखरामा आयोजित गण्डकी छात्र परिषद्को सभामा भाग लिन पुगेको र ओजश्वी सहभागिता जनाएको जानकारी तत्कालीन गण्डकी छात्र परिषद्को नेतृत्व वर्गबाट पाइएको हो ।
माध्यमिक तहको अध्ययन पूरा गरेर विश्वविद्यालय तहको थालनीका लागि चितवनको वीरेन्द्र क्याम्पस भरतपुरमा भर्ना भएका यज्ञप्रसाद अधिकारीले राजनैतिक निष्ठा एवं प्रजातन्त्रप्रतिको प्रतिबद्धता अनुरूप नै क्रियाशीलता देखाइरहे । विभिन्न किसिमका विद्यार्थी आन्दोलनहरू चलाउँदै निरङ्कुश पञ्चायती व्यवस्थालाई चुनौती दिँदै आएका प्रजातन्त्रवादी विद्यार्थीहरूले चरणबद्ध प्रक्रियाहरू पूरा गरेर २०२७ साल वैशाख ६ गते नेपाल विद्यार्थी संघ (ने.वि. संघ) को स्थापना गरेपछि सङ्गठित भएर विद्यार्थी आन्दोलनलाई गतिशील पार्ने क्रम बढाइरहे । राजनैतिक दलहरू प्रतिबन्धित भएकाले पञ्चायत विरोधीहरूले गतिशीलता हुनै नसक्ने अवस्था चाहेको पञ्चायती सत्तालाई चुनौती दिने र दलीय गतिशीलताको अभाव पूरा गर्ने काम गरेका विद्यार्थीहरूले राजनैतिक दलहरूको भित्री मार्ग दर्शन समेत पाएका थिए । प्रजातान्त्रिक आन्दोलनलाई जनस्तरमा पु-याएर नेपाली कांग्रेसको नीति निर्देशन अनुरूप काम गर्न थालेको ने.वि. संघ चितवन जस्तो जिल्लामा सक्रिय नहुने कुरै भएन । विद्यार्थीहरूलाई फुटाएर आफ्नो स्वार्थ सिद्ध गर्ने र प्रजातान्त्रिक आन्दोलनलाई कमजोर पार्ने मूल निर्देशन अनुरूप क्रियाशील रहेको पञ्चायती प्रशासनका सञ्चालकहरूले चितवनमा पनि कम्युनिष्टहरूलाई भित्री संरक्षण दिई ने.वि. संघलाई दबाउँदै कमजोर बनाउने नीति अनुरूप काम गरेर क्याम्पस–कलेजका प्राचार्यहरूलाई प्रयोग गरेको जानकारी डा. गंगाधर लम्साल समेतले दिएका हुन् । वीरेन्द्र इन्टर कलेज चितवनमा नारायणी अञ्चलाधीशको ठाडो आदेशमा हस्तक्षेप गरेका स्थानीय प्रशासकहरूले तत्कालीन प्राचार्यलाई प्रयोग गरी पक्षपातपूर्ण रवैया गर्नै पर्ने वा देखाउनै पर्ने अवस्थाको सिर्जना गरे । परिणामस्वरूप २०२८ सालको विद्यार्थी युनियन चुनावका क्रममा सुरु भएको विवाद बढ्दै गएकाले फाइदा उठाएका माओवादी पक्षधरहरूले बाहिरी शक्ति समेतको सहयोग लिएर प्रजातन्त्रवादी विद्यार्थी नेताहरूलाई सांघातिक आक्रमण गरेर पिट्ने काम गरेपछि ने.वि. संघका रामकृष्ण घिमिरे लगायत धेरै विद्यार्थीहरू अस्पतालमै भर्ना भएर उपचार गर्नै पर्ने अवस्थामा पुगेका थिए । ने.वि. संघका जल्दाबल्दा एवं जुझारु नेताहरूलाई अस्पतालमै पु¥याएपछि वीरेन्द्र कलेजमा वामपन्थी विद्यार्थीहरूको चकचकी सुरु भएर ने.वि. संघको सङ्गठन कमजोर भएका बेला प्रमाणपत्र तहमा भर्ना हुन पुगेका यज्ञप्रसाद अधिकारीले विस्तारै सङ्गठन बलियो बनाउने कार्य थाले ।
साथीहरूका पिरमर्का एवं समस्या निराकरणका लागि क्याम्पस प्रशासनदेखि अञ्चलाधीश कार्यालयसम्मै पुगेर निर्भिकता साथ धारणा राख्ने र न्याय दिन बाध्य पार्ने कार्यमा लागि पर्ने तर आफ्नो चाहना भावना नखोलिकनै निशर्त रूपले सहयोग गर्ने कार्यले गर्दा छिटै नै यज्ञप्रसाद अधिकारी चितवनकै विद्यार्थी जगत्को प्यारो एवं लोकप्रिय व्यक्ति बन्न पुगे । त्यस्तो अवस्थामा २०३० सालमा विद्यार्थी युनियन चुनाव हुन लागेपछि पढ्नमा पनि अत्यन्त होसियार विद्यार्थीको स्थान पाइसकेका यज्ञप्रसाद अधिकारीलाई ने.वि. संघले आफ्नो उम्मेदवार बनाएर चुनावी मैदानमा उतार्ने काम ग¥यो । अत्यन्त मिलनसार स्वभावसँगै जेहन्दार विद्यार्थीको पहिचान कायम गरेका अधिकारीको क्रियाशीलताले अत्यन्त राम्रो प्रभाव पा¥यो । साथीहरूको प्रत्येक सुखदुःखमा साथ दिनेदेखि विनयशिलता एवं नम्रता साथ बढेर गुरुवर्ग समेतको मन जित्ने कार्य गरिसकेका अधिकारीले चुनावमा उभिएपछि शालिनता साथ सैद्धान्तिक बहस गरेर प्रजातन्त्रका पक्षमा लाग्न र प्रतिक्रियावादीहरूलाई परास्त गर्न गरेको अपिलले सम्पूर्ण परिस्थिति नै परिवर्तन गरेर स्वतन्त्र विद्यार्थी युनियनको सभापतिमा विजयी हुने परिवेश तयार भयो । सचिव सहितका ६ वटा पदमा वामपन्थीहरूले जित हात पारेको अवस्थामा आफ्नो सङ्गठनका अरू ४ जना साथीहरूसँगै सभापतिमा जितेका अधिकारीले समन्वयवादी बनेर शालिनता एवं भद्रता साथ काम थालेपछि पार्टीका नेताहरूदेखि अग्रजहरूसम्म परामर्श गरी सक्रिय हुने र निस्वार्थ भावले विद्यार्थी हक हितमा लाग्ने कार्य गरेकाले भरतपुरको वीरेन्द्र कलेज ने.वि. संघको केन्द्र जस्तै बनेको थियो । उनले त्यस बखत देखाएको कार्यकुशलताले गर्दा वीरेन्द्र कलेजबाट चितवनका गाउँ गाउँसम्म नै पुग्ने र निस्वार्थ भावले प्रजातान्त्रिक आन्दोलनको आधार तयार पार्ने कार्यमा अग्रसर हुने आँटिला र सक्षम कार्यकर्ता ने.वि. संघमा उत्पादन हुने क्रम बढ्दै गयो । चितवनका विद्यालयहरूमा पनि ने.वि. संघका एकाइहरू गठन गरेर प्रशिक्षण दिनेदेखि कलेज स्तर हुँदै जिल्लासम्मका कार्यक्रमहरूमा सहभागी गराउने र गाउँ गाउँसम्मै पुगेर नेपाली कांग्रेसको नीति कार्यक्रम बोध गराउँदै सङ्गठन विस्तार गर्ने कार्य गरिएकाले प्रजातन्त्र पुनस्र्थापना अभियानमा विद्यार्थीहरूको ठुलो हिस्सा समाहित भइरहने अवस्था विकसित भयो । चितवनको प्रजातान्त्रिक आन्दोलनमा नै टेवा पु-याउने कार्य गरेर अधिकारीले सुरु गरेको उक्त अभियानले नै चितवनमा नेपाली कांग्रेसको राम्रो जनाधार तयार भएको थियो भन्दा कुनै अत्युक्ति नहोला ।
प्रमाणपत्र तहको अध्ययन पूरा गरेपछि स्नातक तह अध्ययनका लागि राजधानीको त्रि–चन्द्र कलेजमा भर्ना भएका अधिकारीले प्रजातन्त्र पुनस्र्थापना अभियानका लागि निरन्तर लागि परेर गरेका जोशिला भाषण एवं सारगर्भित धारणा राख्ने कार्यबारे समकालीनहरूले आज पनि मुक्तकण्ठले प्रसंसा गर्दछन् । २०३३ साल पौष १६ गते नेपाली कांग्रेसका नेता वी.पी. कोइरालाद्वारा मेलमिलाप नीति अवलम्बन गरी नेपाल फर्कने क्रममा जारी गर्न भनी पठाएको अपिल काठमाडौँमा वितरण गर्ने कार्यमा लागि परेका बेला प्रहरीको फन्दामा परेका अधिकारीले प्रहरी थाना हुँदै केन्द्रीय कारागार चलान भएर ९ महिना जतिको सकसपूर्ण बन्दी जीवन भोगेका थिए । नेपाली कांग्रेसका महत्वपूर्ण तरुण नेताहरूसँगै ने.वि. संघका केन्द्रीय नेतृत्वहरूसम्म थुनिएको अवस्थामा बन्दी भएका अधिकारीले त्यस बखत तार्किक बहसदेखि विश्लेषणसम्ममा भाग लिई आफ्नो क्षमताको राम्रो प्रदर्शन गरेर स्पष्ट प्रभाव पारेका थिए । ९ महिनाको बन्दी जीवनपछि छुटेका उनले स्नातक तहको सफलतापछि कीर्तिपुर क्याम्पसमा राजनीतिशास्त्र विषयमा स्नातकोत्तर तहको अध्ययन थाले । समयको माग अनुरूप सुरु भएको विद्यार्थी आन्दोलन २०३५÷३६ मा पनि राम्रो भूमिका निर्वाह गरेको हुँदा उक्त आन्दोलनको उपलब्धि स्वरूप प्राप्त भएको स्वतन्त्र विद्यार्थी युनियनको पहिलो निर्वाचनमा विश्वविद्यालय क्याम्पस कीर्तिपुरको सभापति पदका लागि ने.वि. संघका तर्फबाट उम्मेदवारी पाए । सागरगर्भित एवं वजनदार धारणा सहितको मन्तव्य राख्ने कला एवं क्षमता भएका अधिकारीले आफ्नो प्यानललाई नै बहुमतले विजयी बनाएर निर्वाह गरेको भूमिका आजका दिनसम्म पनि विश्वविद्यालयका विभिन्न विभागहरूमा सुन्न पाइन्छ ।
विद्यार्थी आन्दोलन २०३६ को मूल उपलब्धिका रूपमा प्राप्त भएको जनमत सङ्ग्रह क्रममा वी.पी. समेतका नेताहरूसँग सारगर्भित बहस छलफल गर्नेदेखि जनस्तरमा पुगेर जनताको मनमस्तिष्कमा छाप पार्ने गरी भाषण गर्नेसम्मका कार्य गरेका अधिकारीले वी.पी. को नै मनजितेर स्यावासी पाएको विषय त्यस बखत निकै चर्चित भएको थियो । विश्वविद्यालय तहको अध्ययन पूरा गरेपछि प्राध्यापन पेशामा प्रवेश गरेका अधिकारीले २०४२ सालको सत्याग्रह आन्दोलनदेखि जनआन्दोलन २०४६ सम्मकै अवधिमा निर्भिकता साथ सहभागिता जनाएर रौतहटको गौर जेल, वीरगंज जेलको कष्टकर बन्दी जीवनलाई पनि सहजता साथ स्वीकार गरेर प्रजातन्त्र पुनस्र्थापना अभियानमा निरन्तर साथ सहयोग दिएका थिए । २०४६ सालको निर्णायक जनआन्दोलनबाट पञ्चायती व्यवस्थाको अन्त भएर प्रजातन्त्र पुनस्र्थापना भएपछिका क्षणहरूमा नेपाली कांग्रेसको महासमिति सदस्य एवं महाधिवेशन प्रतिनिधि भएर सहभागिता जनाएका अधिकारीले नेपाली कांग्रेस केन्द्रीय विभागको पदाधिकारीको भूमिका समेत जिम्मेवारी साथ पूरा गरेका थिए । नेपाली कांग्रेस भित्र समाजवादी विचार प्रवाह आन्दोलनका लागि राष्ट्रव्यापी रूपमै प्रशिक्षण अभियान सञ्चालनका लागि क्रियाशील भएका अधिकारीले सदैव वी.पी. वादका पक्षमा वकालत गरिरहे । नेपाली कांग्रेस भित्र नीति, सिद्धान्त र विचारको प्रमुखतालाई बहसका रूपमा उठाएका अधिकारीले सामाजिक लोकतन्त्र एवं न्यायको विषयलाई स्थापित गर्न लागि परेर सभा, गोष्ठी, सेमिनार, छलफल आदिको आयोजना गर्ने र स्रोतहरू समेत आफै उठाउने खोज्ने काम गरेका कुरा धेरैको स्मरणमा रहेकै हुनु पर्दछ ।
नेपाली कांग्रेसलाई हरेक क्षेत्रबाट गतिशील बनाउनका लागि बौद्धिक व्यवस्थापन मिलाउने कार्यमा लागि परेका अधिकारीले कहिल्यै पनि पद प्रतिष्ठान एवं राजनीतिक नियुक्तिका लागि आग्रह, दबाव दिने काम गरेनन् । अधिकारीलाई माध्यम बनाएर नेपाली कांग्रेसको नेतृत्वसम्म पहुँच पु-याउने र पददेखि ठेक्का पट्टासम्मको जोहो मिलाएर शक्ति सम्पन्न बन्नेहरूले आफ्नो काम निकालेपछि वास्ता नगरेको दृष्टान्त प्रशस्तै देखिएका थिए । पार्टीको प्रशिक्षण कार्यक्रम सञ्चालन गर्न, कार्यपत्र, छलफल पत्र तयार पारी प्रस्तुत गर्न, चुनाव घोषणापत्र तयार पार्न निःशुल्क श्रमदान गर्ने अधिकारीले कहिल्यै पनि आफ्नो लागि मागेको, रोइलो गरेको देख्न सुन्न नपाइएको यथार्थ धेरैले प्रटक गरेका छन् । उनको योग्यता क्षमता देखेर प्रभावित भएका वी.पी. ले स्यावाशी दिने व्यक्तित्व भएर पनि नेपाली कांग्रेसको राजनीतिमा केहिल्यै ठाउँ नपाएका अधिकारीका सहयात्रीहरू नै नेतृत्वमा भएर पनि केही ख्याल नगरेको आजको तितो यथार्थ हो । नेपाली कांग्रेसका पक्षमा खोज्ने लेख्नेदेखि पार्टी नेतृत्वका लागि आवश्यक सामग्रीहरू तयार पार्ने कार्यलाई प्राथमिकता दिने अधिकारीले २०७५ साल वैशाख १९ गते ब्रेन ट्रोक भएर न्यूरो अस्पताल बाँसबारीमा भर्ना भई उपचार गराउने क्रमदेखि नै नेपाली कांग्रेस नेतृत्व र्गको उपेक्षा प्रकट भएको हो । देशकै जेठो, ठुलो र लोकप्रिय पार्टीका रूपमा स्थापित नेपाली कांग्रेसले वी.पी. जस्ता दुरदर्शी विचार भएका र सबैलाई माया अपनत्व दिन सक्ने योग्यता भएको नेतृत्व पाउन नसक्दा यज्ञप्रसाद अधिकारी जस्ता चिन्तक एवं कुशल सङ्गठनकर्तालाई समेत अप्ठ्यारोमा उपेक्षा गर्ने परिवेश विकसित भएको हो ।
आफ्नो क्रियाशील जीवनकालभरि नै नेपाली कांग्रेसको नाम लिएर आउने जो कोहीलाई पनि क्षमताले भ्याएसम्म साथ सहयोग दिने यज्ञप्रसाद अधिकारीले ब्रेन स्ट्रोक एवं ब्रेम हेमरेजको स्थितिमा पुग्दा पनि नेपाली कांग्रेसको नेतृत्वदेखि सत्तासिन वर्गले मौनताकै बाटो अवलम्बन गरेर शक्ति र सत्ता उन्माद एवं आकर्षणले मित्रतामा खलल उत्पन्न गर्ने उदाहरण प्रस्तुत गरेको छ । सत्ता उन्मादको भासमा कांग्रेसी नेतृत्व भासिनु भन्दा अगाडि मेचीको कांग्रेसी कार्यकर्ता पिरमर्कामा पर्दा महाकालीको कांग्रेस चिन्तित हुने, सगरमाथाको कांग्रेसी कुटिदा जनकपुरको कांग्रेसीलाई दुखेको पीडा महसुस हुने जुन भावना र चरित्र विद्यमान थियो त्यो सबै आज एकादेशको कथा जस्तो भइसकेको छ । वी.पी. कोइरालाको तस्बिर हेरेर यो को हो ? सोध्ने जमात हावी भएर नेतृत्व वर्गलाई हिँडाउने प्रवृत्ति संस्थागत हुन थालेको वर्तमान अवस्थामा यज्ञप्रसाद अधिकारी जस्ता नेपाली कांग्रेसको नीति, सिद्धान्त, दर्शन, विचार बारे विमर्श एवं विश्लेषण गर्ने र वी.पी. को आदर्श राजनीतिका पक्षमा आवाज उठाउने व्यक्तिको कदर नगर्ने र उपेक्षा भाव प्रकट गरी गुमनामीको अँध्यारोमा बस्न बाध्य बनाउने परिस्थिति बाहेक अरूको आशा गर्नु पनि उचित नहोला भन्नै पर्दछ ।
पञ्चायतकालमा केबल कांग्रेस हुँ भन्दा मात्र गाह्रो साह्रो परेकालाई क्षमताले भ्याएसम्म सहयोग गर्ने कांग्रेसी संस्कार थियो । जसले गर्दा काठमाडौँबाट साथमा १५०÷– रुपैयाँ लिएर जनजागरण एवं सङ्गठन विस्तारका लागि निस्केका हामी विद्यार्थीहरूले करिब २०–२२ दिनसम्मको यात्रा–भेटघाट सकेर काठमाडौँ फर्कंदा पनि साथमा रू. १००÷– भन्दा बढी नै रहेको अवस्था हुन्थ्यो । निजी स्वार्थलाई होइन कि सामुहिक स्वार्थलाई ख्याल राख्ने र व्यवहार गर्ने यज्ञप्रसाद अधिकारी जस्ता आदर्शवान कांग्रेसका कारणले गर्दा सम्भव भएको उक्त स्थितिलाई वर्तमान प्रजातान्त्रिक नेपालको नेतृत्व लिएका वी.पी., गणेशमान, गिरिजा एवं कृष्णप्रसाद भट्टराईका अनुयायी उत्तराधिकारीहरूले निजी स्वार्थलाई प्राथमिकता दिने नीति अवलम्बन गरेर ध्वस्त पारिदिएको कुरा आजको यथार्थ हो । नेपाली कांग्रेसका आदर्शवान नेताहरूको उत्तराधिकार सम्हालेका शेरबहादुर देउवा, रामचन्द्र पौडेल जस्ता नेताहरूले आफूलाई सदैव साथ सहयोग दिएको र सम्झँदा मात्र सम्पूर्ण कार्य छाडेर पुगिहाल्ने यज्ञप्रसाद अधिकारी जस्ता निष्काम कर्मयोगी पक्षाघात भएर थला परी उपचार गराउनै समस्यामा पर्दा पनि उपेक्षा, बेवास्ता गर्ने संस्कार अवलम्बन गर्दा भोलिको नेपाली कांग्रेस कुन अवस्थाको होला ? भन्ने आजको यक्ष प्रश्न हो ।
नेपाली कांग्रेसका बौद्धिक व्यक्तित्वको चिनारी बनाएका यज्ञप्रसाद अधिकारीले पक्षाघातसँग पौँठेजोरी खेल्दै बढ्ने क्रममा पिता पुर्खाले दिएको जीवन यापनको आधार रहेको खेत समेत बिक्री गरेर झन असहज अवस्थाको सामना गर्नु पर्ने अवस्थामा पुगेको थाहा पाइन्छ । कीर्तिपुर केन्द्रीय क्याम्पस स्व.वि.यु. सभापति हुँदाको प्रेम सम्बन्धलाई प्रेम विवाहमा परिणत गरेका अधिकारीको भाग्यमा सुखद पारिवारिक दाम्पत्य जीवन नजुरेकाले होला एक सन्तानको जन्म भएपछि पनि वैवाहिक जीवन सफल भएन । पारिवारिक जीवन जोगाउनका लागि हदैसम्मको लचकता देखाएका अधिकारीले त्यस बखत गरेका प्रयासको जानकारी यथासमयमै पाएको मैले पारपाचुके पछिको समयमा अलग भएकि भाउजुसँगको भेटवार्ता क्रममा लगाएका अनर्गल आरोपहरू सुन्दा मानिस कतिसम्म गिर्न सक्दो रहेछ भन्ने मूल्याङ्कन गर्ने अवसर पाएको थिएँ । कैयौँ पटकको प्रयास एवं सम्झौता चाहना सफल नभएपछि २०६५ सालमा विधिवत पारपाचुके गरेका अधिकारीले मागी विवाह गरेर जीवन संगिनीको स्थान दिएकि भाउजु भुवन थपलियालाई नेपाल र एशियाली अनुसन्धान केन्द्रमा सरुवा भएर आएपछि मात्र देख्ने चिन्ने अवसर पाएको थिएँ । २०३५ सालदेखि नै दाजु भनेर सम्बोधन गर्ने मलाई आफ्नो भाइलाई झै माया गर्ने र गाह्रो साह्रो पर्दा साथ सहयोग दिने गर्दै आएको हुँदा निसङ्कोच कुराकानी गर्ने अधिकारीले भुवन भाउजुसँग पाणिग्रहण गर्ने निर्णय भने जीवनकै एक मात्र सही निर्णय गरेको मेरो ठहर छ । ब्रेन स्ट्रोकदेखि ब्रेन हेमरेजसम्मको अवस्थामा पुगेर वाक्य समेत गुमाइसकेको अवस्थामा पनि पूर्ण हिम्मत साथ डटेर दाजु अधिकारीको सेवा, स्याहार गर्ने र स्पिच थेरापिदेखि पक्षघात थेरापिसम्मका उपाए प्रयोग गरेर पुनर्जीवन दिने भाउजु भुवन साँच्चै नै दाजु अधिकारीकी पूर्वजन्मकै पुण्यको उपलब्धि हुन् भन्ने यथार्थ पटक पटक व्यक्त पनि गरिसकेको छु ।
नेपालको प्रजातान्त्रिक आन्दोलनदेखि नेपाल र नेपालीको रूपान्तरणका चिन्तन मननसम्ममा नेपालका वर्तमान जुन कुनै नेताहरू भन्दा कम योगदान नभएका यज्ञप्रसाद अधिकारी उपचार गर्नै समस्या हुने अवस्थामा पुग्दा पनि उपेक्षित हुने तर खड्ग ओली, झलनाथ खनाल, विद्या भण्डारी, रामचन्द्र पौडेल जस्ता आफ्नो उपचार खर्च गर्ने हैसियत भएका थुप्रै नेताहरूले भने राज्यकोषबाट उपचार खर्चका नाममा करोडौँ खर्च निरन्तर पाइरहने व्यवस्थालाई कसरी प्रजातान्त्रिक व्यवस्था भन्न सकिन्छ ? निक्र्यौल गर्नै पर्ने भएको छ । एक पटक सत्तासिन भएर राष्ट्रिय सम्पत्तिको दोहन गर्नेदेखि संवैधानिक पदमा पुगेर सुविधा कुम्ल्याउनेहरूले उपचार खर्चका नाममा बिल भरपाई समेत पेश गर्नै नपर्ने गरी राज्यको ढुकुटीबाट रकम पाइरहने तर अधिकारी जस्ता प्राज्ञहरूले इमान्दारी गरेबापत उपचारको अभावमा तडपिदै बस्नु पर्ने अवस्था बारे पुनर्विचारका लागि नेपाली जनताहरू जुर्मुराइ हाल्नु आजको मूल आवश्यकता हो ।
प्रजातान्त्रिक समाजवादको व्याख्या विश्लेषणलाई प्रमुख कार्य ठान्ने प्राज्ञ यज्ञप्रसाद अधिकारी बारे केही कोर्ने मेरो प्रयासलाई बिट मार्नु अगाडि नेपालको वर्तमान व्यवस्था र यसले बसालेको उल्लेखित प्रणाली बारे पनुर्विचार गर्न सम्पूर्ण प्राज्ञ जगत्लाई अनुरोध गर्दछु । दाजु यज्ञप्रसाद अधिकारी जस्ता प्राज्ञले उपचारको अभावमा तडपिनु पर्ने अवस्थाबाट मुक्त पाउने परिवेश निर्माणमा बढ्न ढिला गर्न नहुने कुरामा जोड दिएर उनले देखाएको मार्गमा निस्वार्थ मनले बढ्ने प्रण गरेमा राष्ट्रिय विकासमा टेवा पु¥याउन सकिने आशा प्रकट गर्दछु । प्राज्ञ अधिकारी जस्ता व्यक्तिलाई उपचारसम्मको व्यवस्था गर्न सकिने नीति निर्माण गर्ने सदबुद्धि नेपालका राजनेता भनाउँदाहरूलाई जगाउने कार्यमा लागि हाल्न आह्वान गर्दै यस आलेखलाई पूर्णविराम दिन चाहन्छु ।
